Security and guarding services – framework agreement for refugee accommodation

Summary

The contract covers security, house-rule enforcement and property protection services at decentralised accommodation sites operated by Munich’s Social Services Department, starting in 2027. It is a five-lot framework agreement for services ordered as needed. The lots respectively cover 24 sites and 32 staff, 20 sites and 29 staff, 20 sites and 26 staff, 22 sites and 27 staff, and 20 sites and 22 staff. Services include operational management, shift supervisors and security staff on weekdays, at night, on Sundays and public holidays. Prices must use the 2026 price basis and take account of the estimated hours specified for each lot and the extension option. Price is the sole award criterion (100%). Bidders must meet the authorisation, turnover, liability insurance and experience requirements. The operations manager must hold the required security qualification and have at least 3 years of management experience; LG 2c shift supervisors must have the required specialist knowledge, and LG 2b security staff must have the required instruction. Bids must include prices for each lot in the electronic price schedule and declarations concerning exclusion grounds. Any subcontractors and separable tasks assigned to them must be identified where applicable, and access to their resources must be evidenced.
