Procurement of emergency medical services clothing for the Hanseatic City of Lübeck

Summary

The procurement covers the supply of emergency medical services protective clothing to the City of Lübeck: hard-shell and soft-shell jackets and work trousers with belts for crews of both physician-staffed and non-physician-staffed emergency vehicles. Clothing for physician-staffed vehicles must use a yellow and dark-blue colour scheme; clothing for other vehicles must use yellow and red. A four-year framework agreement will run from 1 December 2026 to 30 November 2030, covering an initial outfitting and repeat deliveries during the contract term. Estimated annual quantities and initial outfitting quantities are shown separately in the price sheet. The maximum quantities for the contract term are 10,500 hard-shell jackets, 10,500 soft-shell jackets and 30,000 pairs of work trousers with belts. The procurement is for a single overall contract. Bidders must provide references for at least 3 customers from the previous 2 years, including German-speaking contacts and telephone numbers, certificates for the garments, product descriptions and data sheets, colour drawings or images, washing and care instructions, and an environmental quality label. The clothing must meet the technical requirements, including visibility class, protective performance and industrial-washing standards. The offer must include the required declarations and price sheet; documents must be in German. Price accounts for 70% of the evaluation and quality/service for 30%; delivery time is also assessed. The submission deadline is 29 October 2026 at 09:00. Offers must be submitted electronically through the DTVP procurement platform’s bidder tool. Alternative offers and multiple main offers from the same bidder are not permitted.
