Design, Manufacture, Supply and Installation of the Liquid Nitrogen (LN2) Transfer Line System for the Super-FRS Experiment Area

Summary

The procurement covers the design, manufacture, supply and installation of a liquid nitrogen transfer line system for the Super-FRS Experiment Area under specification F-P-SFR-0001. The main contract excludes chapter 3.2.2 of the specification. A separate optional FHF2 scope under that chapter may be called off at the contracting authority’s discretion within three months after award of the main contract. The work also requires proposals for the design, delivery schedule, installation and execution approach; consult the tender documents for the technical details. The bidder must provide at least three relevant references demonstrating experience in manufacturing vacuum-insulated cryogenic transfer lines for liquefied gases and in manufacturing and installing lines longer than 25 m. Experience on major construction sites is required, preferably at research facilities or accelerator installations. Evidence is required that components were designed and tested under AD 2000 and Directive 2014/68/EU on pressure equipment; compliance with that Directive is mandatory. Business or professional liability insurance must cover at least twice the contract value, or the bidder must undertake to obtain it if awarded. The bidder must also declare compliance with ISO 9001 or an equivalent standard. The offer must include the completed offer and pre-qualification forms, a delivery-schedule concept, technical design, installation and execution concept, cost breakdown, and a detailed explanation of the total price and scope offered. The bidder must provide customs tariff numbers or state if they are not yet available, and declare whether the stated EU steel safeguard measures apply or provide a certificate of origin if claiming they do not. Submit the offer by the deadline in encrypted electronic form through the contracting authority’s platform; email submissions are not accepted and alternative offers are prohibited. Evaluation uses the total price and weighted performance criteria; their detailed content and weightings must be checked in the tender documents. The offer form provides for payment of 30% after approval of development, engineering and design, and 70% after delivery, installation, approved acceptance testing and documentation. The warranty period is 24 months.
