Promotional-product suppliers can currently choose between smaller orders for branded items and larger framework agreements for corporate merchandise. Sigulda Municipality in Latvia asks for a catalogue and ideas for personalised products; Norway's NTNU needs branded gifts for events, students and staff. Finland, Sweden and France are also buying branded clothing and a wider range of promotional materials.

Larger contracts go beyond producing items. VTT in Finland requires warehousing, order processing and dispatch. Hogeschool Utrecht in the Netherlands and Hamburger Energienetze in Germany need online ordering and logistics in addition to the products. These contracts suit suppliers able to manage fulfilment as well as the product range.

Supplier eligibility differs substantially. Sigulda requires average annual turnover of at least EUR 20,000 and two comparable supplies worth at least EUR 15,000 each; Hamburg's web-shop tender requires a similar reference with an annual volume of at least EUR 100,000. The Medical University of Silesia sets no turnover or reference threshold, but physical samples or product evidence are required for certain lots.
