Translation services for the courts of the Republic of Lithuania
Summary
The procurement covers written translation and consecutive interpreting for Vilnius City District Court. Services are required between Lithuanian and 34 specified foreign languages; written translation includes language editing. Materials include procedural documents, letters and notices, while interpreting is needed at court hearings, seminars, conferences, meetings and other business events. Consecutive interpreting must be available around the clock, including weekends and public holidays, and may be provided remotely; the provider must supply properly functioning remote communication equipment. The procurement is not divided into lots, and bids must cover the full scope. The maximum estimated value for the court’s services is EUR 550,000 including VAT. Payment is based on actual services delivered at the fixed unit rates in the bid; the buyer does not undertake to order the estimated volume, and language-specific unit-price caps apply. A framework arrangement is followed by a main service contract. The service period is initially one year and may be extended twice, up to three years in total or until the contract value has been used. This is a green procurement, with environmental requirements applying to printed materials. Price is the sole award criterion. Tenderers must demonstrate at least EUR 300,000 in properly delivered translation services during the previous three years and provide qualified translators: at least two for each offered language and service type in each language group. The bid must include the European Single Procurement Document and required offer forms; the prospective winner must provide evidence of experience and staff qualifications, as well as documents confirming that no exclusion ground applies.
