Supply of a wheeled backhoe loader and a tracked mini excavator with accessories

The procurement is for a military unit in Sibiu and covers two machines: a wheeled, four-wheel-drive backhoe loader with accessories under Lot I and a tracked mini excavator with accessories under Lot II. The contracts cover delivery of the machines, required accessories and documentation. Delivery is due within 60 days for Lot I and 50 days for Lot II. The engine must have four cylinders, a displacement of 4,000–5,000 cm³, at least 100 hp and at least 480 Nm of torque; maximum speed must be at least 35 km/h and emissions must meet Stage V or stricter requirements. Dynamic axle capacities must be at least 8,000 kg at the front and 12,000 kg at the rear. The loader must provide at least 6,400 kgf bucket breakout force and 3,300 mm lift height; the excavator must provide at least 6,100 kgf bucket breakout force, 5,700 mm digging depth and 4,600 mm unloading height. The machine must have an automatic transmission with at least six forward and four reverse gears and selectable 4×4/2×4 drive. Hydraulic flow must be at least 165 l/min and maximum pressure no more than 255 bar. The enclosed cab must be protected against rollover and falling objects and include ventilation, heating and air conditioning. Lot I includes, among other items, a multifunction loader bucket of at least 1.0 m³ and 1,800 mm working width, a vegetation mulcher at least 1,000 mm wide, a 5,000 Nm auger drive with 230 mm and 300 mm augers at least 1,000 mm long, a hydraulic breaker with an operating weight of at least 320 kg, a 2,500 mm-wide dozer blade weighing at least 280 kg, and a branch cutter 2,000 mm wide with four 600 mm circular blades. Other required items include a 240 V pre-heater, fuel-tank protection, heated windscreen, air-suspension seat, tool box, jack and approved fire extinguisher. For the Lot II mini excavator, engine power must be at least 20 hp, operating weight at least 2,500 kg, digging depth at least 2,900 mm and bucket breakout force at least 25 kN. It must have a diesel engine with at least three cylinders and displacement no greater than 1,400 cm³, 300 mm-wide tracks, travel speed of at least 2.0 km/h and traction force of at least 22 kN. The hydraulic system must operate at 220 bar and have a 10-micron filter. The enclosed cab must be protected against rollover and falling objects and include heating, ventilation and air conditioning. The supply includes, among other items, 300 mm and 600 mm digging buckets, a 1,200 mm grading bucket with wear blade, a hydraulic quick coupler, and four 1,200 mm-long augers with diameters of 230, 300, 380 and 600 mm; it also includes a breaker, an 800 mm vegetation mulcher, a 3,500 Nm auger drive and a compaction plate with 15 kN centrifugal force. For each machine, the supplier must provide an invoice, manufacturer’s certificate of conformity and warranty certificate, RAR certificate, a quantitative and value inventory of the supplied equipment, Romanian-language machine instructions, manuals for the attachments and a service book. Bids must be submitted electronically by 9 November 2026 at 15:00. Evaluation weights are price 60%, additional warranty 25% and free maintenance during the warranty period 15%. The minimum warranty is two years or 2,000 operating hours; three years or 3,000 hours earns 15 warranty points, and four years or 4,000 hours earns 25. One free service visit earns 10 points and at least two earn 15; service includes replacement of consumables, calibration and adjustments.
