Conversion of refrigeration equipment to CO2

The notice specifies a domestic exclusion ground concerning restrictions based on the bidder’s place of residence or establishment. The bidder must confirm whether it is subject to a contracting authority restriction on submitting a tender or request to participate and, where applicable, provide the electronic source, URL, code and issuing body. No selection or suitability criteria are specified in the procurement passport. The bidder must nevertheless comply with the tender requirements: submit an unconditional tender meeting the procurement documents, provide the price in the structure specified on the award criteria and evaluated indicators sheet, and include explanations and evidence of equivalence where necessary. In a joint tender, a power of attorney for the joint bidders must be submitted. The bidder must identify any information claimed as a trade secret and justify that classification; the tender price and prohibited evaluation-related figures may not be classified as trade secrets. The bidder must confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers connected with the Russian Federation and that the offered goods are not subject to international sanctions or originating from sanctioned regions.
