Engineering services for soil, sediment, water and pavement investigations and environmental supervision

Summary

The tender concerns engineering and advisory services for soil, aquatic sediment, water, asphalt and foundation investigations, as well as environmental supervision, including during remediation and aftercare projects, for the Municipality of Westland. The aim is to establish a framework agreement with three partners. The estimated volume is approximately EUR 350,000 per year across around 30 assignments annually. The initial term is 24 months, with two possible extensions of 12 months each. Bidders must provide references for both required areas of expertise and hold the BRL SIKB certificates specified in the tender documents. The work includes, among other things, drilling and fieldwork, laboratory analyses, preparation of digital investigation data and support in meeting environmental requirements. A fieldwork crew must be deployable within 48 hours, and personnel involved must have excellent spoken and written Dutch. The approach plan carries 60 points and price 40 points in the evaluation. The approach plan must be submitted in PDF format, may be no longer than five pages, and must be followed by a summary on a sixth page. Bids must be submitted electronically by 1 December 2026 at 12:00.
