ATS and VMS for the West Brabant Region

Summary

The procurement covers two separate lots: an Applicant Tracking System, or ATS, for recruitment and selection, and a Vendor Management System, or VMS, for external staffing requests, candidate matching, contracts, timesheets and invoicing. A bidder may tender for one or both lots, and a separate contract will be concluded for each lot. The ATS must support 28 organisations, while the VMS is intended for approximately 29 organisations, 16,600 users, around 1,450 requests and 1,257 placements per year, and annual turnover of EUR 139 million. The contract is planned to start on 1 January 2027, run for five years and be extendable to a maximum term of 12 years. Tenders must be submitted through TenderNed by 26 October 2026 at 10:00. Participation requires lot-specific reference experience, the required certificates and documents, and compliance with all mandatory technical requirements. The award is based on the best price-quality ratio and may include a demonstration of the working solution lasting up to 180 minutes.
