Framework agreement for engineering and consultancy services and the provision of (specialist) expertise

Summary

The contracting authority is seeking framework contractors for two service areas supporting the long-term development of Fellenoord 2040 in Eindhoven. Lot 1 covers the temporary provision of specialist personnel and expertise under the authority's direction, with flexible scaling and no obligation to deliver predefined end products. Lot 2 covers outcome-based engineering and consultancy assignments for defined results and deliverables. The framework is expected to start on 1 February 2027, run for four years and be extendable twice by up to two years, for a maximum term of eight years. Its indicative total value is approximately EUR 40 million excluding VAT, with around 70% allocated to Lot 1 and 30% to Lot 2. The estimated values are not a purchase commitment. Two framework contractors are planned for Lot 1 and one for Lot 2. Applications must be submitted digitally by 19 October 2026 at 10:00. Applicants may apply for one or both lots. A maximum of five candidates per lot will be selected for the tender stage. The later award will use the best price-quality ratio. For each lot, price carries 40% and the two quality criteria carry 30% each. Lot 1 quality concerns supply security and service flexibility; Lot 2 quality concerns cooperation and the quality and integration of the services.
