Framework agreement for daily and major maintenance of paved surfaces and street furniture 2027–2028

Summary

The Municipality of Gouda is procuring a framework agreement for daily and major maintenance of paved surfaces, semi-paved roads and street furniture throughout Gouda. The work includes emergency and planned repairs, earthworks, utility works, small alterations and reconstructions, replacement of street furniture and road signs, traffic-management plans, accessibility measures, permits and an on-call service. The contract runs from 1 January 2027 to 31 December 2028, with two possible one-year extensions at the municipality’s option. The estimated value is approximately EUR 2.5 million excluding VAT per year, approximately EUR 10 million excluding VAT over the full possible term, and the maximum framework value is EUR 15 million excluding VAT. There is no minimum purchase commitment or turnover guarantee. Social Return obligations amount to 2% of the contract value. The award is based solely on the lowest price, and no variants are permitted. The tender must be submitted electronically in Dutch by 21 October 2026 at 12:00. The contractor must provide an out-of-hours on-call service, respond to urgent reports within two hours, document and secure unsafe situations, and meet the specified experience, insurance and certification requirements.
