Election Printing

Summary

The municipality is procuring a framework agreement for election printing from 1 December 2026 through the 2031 election, with possible extension of up to 12 months if a replacement procurement is delayed. The supplier must produce and deliver voter cards, replacement cards, proxy forms, voter passes, ballot papers, candidate lists, envelopes and related materials; process address and mailing files; personalize and envelope election document sets; deliver them to specified locations; provide a secure EU-hosted web portal; and handle urgent or unexpected situations. The indicative scale is approximately 128,000 eligible voters, with around 95 polling stations. The supplier must comply with statutory election deadlines, security and privacy requirements, the applicable specifications of the Dutch Ministry of the Interior and the municipality, accessibility requirements, and sustainability requirements. The contract also includes a 5% social-return obligation calculated on the contract value. The award is based on the best price-quality ratio: logistics 25 points, flexibility 25 points, risk 10 points and price 40 points. The bid price must not exceed EUR 50,000 excluding VAT. The bid deadline is 26 October 2026 at 12:00. The price schedule must be completed and legally signed in both Excel and PDF format, and the three quality submissions may together contain no more than five A4 pages.
