Enterprise service management software (ESM)

Summary

The tender covers the supply, implementation and related services for an enterprise service management software solution, or ticketing system, for 37 participating organisations. The solution must support at least IT service management (ITSM), and the bidder must also offer support for facility management information system (FMIS) processes, which participating organisations may choose to use. The solution may additionally support building management, human resources, finance, risk management, legal matters and student services, provided it remains service management software rather than a complete specialist software suite. The procedure will result in framework agreements with up to five bidders, followed by mini-competitions for individual orders organised by the participating organisations. The estimated value is EUR 75,000,000 and the planned duration is four years. Tenders must be submitted electronically by 21 August 2026 at 10:00, and the award will be based on the best price-quality ratio.
