Result-based ICT/IV assignments for custom application services (RVICTO-MDA) 2026
Summary
The tender concerns a framework agreement for result-based ICT/IV services for multiple Dutch government participants. The work covers custom application services and other operational/tactical ICT tasks, mainly within the IV quality framework, with a strong focus on agile delivery, DevOps, legacy-system support, post-quantum cryptography readiness, and socially responsible procurement. The estimated total contract value is EUR 1.07 billion excluding VAT, with a maximum value of EUR 1.5 billion excluding VAT. The framework agreement is planned for up to four years and up to ten contractors, with seven active contractors and three reserve contractors if at least ten valid tenders are received. To participate, the bidder must submit the UEA, a Russia sanctions declaration, reference forms, price form, and the required quality responses. The bidder must meet exclusion grounds, financial continuity requirements, technical references, quality management and ISO 27001 or equivalent information security management requirements, and registration in the trade register. The tender also includes ABRO national-security requirements for certain assignments, and the bidder must be prepared to sign a waiting-list agreement if it ranks second in a mini-competition subject to ABRO.
