Customer portal renewal

Summary

The tender concerns the renewal, implementation, operation and further development of a customer portal for WMD Drinkwater N.V. and N.V. Waterbedrijf Groningen. It is a restricted EU utilities procedure. The contract is split into two phases: rebuilding the existing portal and optional further development during the framework agreement. The contract value is up to EUR 650,000 excluding VAT per framework agreement, or EUR 1,300,000 excluding VAT for both agreements together. The initial term is two years from go-live, with an option to extend up to three times by two years, for a maximum of eight years. To participate, a bidder must be registered with the Dutch Chamber of Commerce, hold professional liability insurance of at least EUR 2,500,000 per claim, show recent experience with a web-based customer portal for at least 300,000 users, and hold an ISO 27001 or equivalent information security certificate. The bidder must also submit the UEA form and the required supporting documents. If the bidder participates in a consortium, relies on a third party or uses subcontractors for technical or professional capacity, the relevant separate UEA forms and declarations must be provided.
