Data-driven cleaning of public outdoor spaces

Summary

The tender concerns data-driven cleaning of public outdoor spaces in Utrecht. The contractor is expected to supply software for image capture and image processing, software and services for a work allocation and planning tool, and hardware for vehicle devices and mobile devices. The municipality itself will carry out the actual cleaning. The contract is a framework agreement with an expected initial contract value of EUR 1,200,000 over up to 4 years and a maximum value of EUR 1,800,000. The initial contract period is 2 years after implementation is accepted, with the option to extend twice by 1 year. Bidders must submit an UEA, a declaration of no Russian involvement, and a reference project form. They must show one reference project per core competence: one for an image recognition system and one for a planning system. If a third party is relied on, that third party must also be used for performance of that part of the contract and must provide its own UEA and execution declaration. The award criteria are implementation plan, execution plan and quality assurance, security and privacy by design, and price.
