Design, development and management of a Port Community System – North Sea Portal
Summary
The tender concerns the design, development, implementation, operation and further development of the North Sea Portal, a Port Community System for North Sea Port. The contract covers analysis, UX/UI design, prototyping, development and testing, go-live support, user adoption, hosting, support, maintenance and iterative enhancements. The procedure is a two-stage European restricted procedure. To participate, the bidder must submit the required participation request documents, including the ESPD/UEA, a signed declaration, a trade register extract, proof of the qualification requirements and the competency/selection form. For the tender stage, the bidder must submit the tender declaration, price sheet, requirements, draft contract, draft processor agreement, RACI and strategic plan reference. The bidder must show sufficient financial and economic capacity, an appropriate quality management system, information security, privacy and data protection measures, and registration in the relevant trade or professional register. The bidder must also prove experience through reference projects in three areas: analysis and design of a digital platform, development and implementation of a digital platform, and further development and operational management of a digital platform. Each core competence allows only one reference project, and the references must meet detailed requirements such as public or public-private context, complex stakeholder environment, Human Centered Design, WCAG, front-end and back-end, API integrations, IAM/RBAC, SLA-based management, hosting, incident/problem management, change/release management, and at least 6 months of execution for KC3. The award stage uses best price-quality ratio, with quality weighted at 60% and price at 40%.
