Processing of the nationwide wood waste stream
Summary
The tender concerns the processing of the nationwide wood waste stream for the Dutch Ministry of Agriculture, Fisheries, Food Security and Nature. One contractor will process the wood stream during the contract period, with the aim of recovering all supplied wood as useful application, mainly reuse preparation, recycling and other recovery. The contract is for services, with an estimated total quantity of 7,293,289 kg including the option year, and an estimated annual quantity of 1,716,068 kg. The award uses a 70/30 quality-price weighting. The tenderer must submit the UEA, prove financial and economic capacity, provide at least one comparable reference with a total volume of at least 4,500,000 kg from the last three years, have quality and environmental management systems or equivalent certificates, submit a recent trade register extract, and provide acceptance conditions. For A- and AB-wood, the tenderer must prove high-grade recycling into board material with a certificate, chain statement or equivalent evidence. Exclusion grounds are based on the UEA and include criminal convictions, tax and social security arrears, serious professional misconduct, bankruptcy, distortion of competition, conflicts of interest, involvement in preparation, past performance issues, false statements and unlawful influence.
