Debt counselling phase 2 and budget management for residents

Summary

The tender concerns phase 2 debt counselling and budget management for residents of the De6 municipalities (Etten-Leur, Halderberge, Moerdijk, Roosendaal, Rucphen and Zundert). The contractor will handle debt settlement, budget management, possible WSNP support, crisis intervention and related digital administration and reporting. The contract is a framework agreement for one contractor, starts on 1 November 2026 and runs for two years with two possible one-year extensions. The maximum contract value is EUR 3,200,000 excluding VAT. The award criterion is best price-quality ratio. To participate, the bidder must submit a completed and signed UEA, a signed price form, two reference forms, a plan for implementation, a plan for continuity and timeliness, and a risk/opportunity plan. The bidder must also meet the language, experience, insurance, registration and NVVK membership requirements, and must provide the Russia sanctions declaration.
