Latgale Industrial Technical School is procuring construction materials under a 12-month framework agreement with a maximum total value of EUR 150,000 excluding VAT. The procurement is not divided into lots: the bidder must offer every item listed in the technical specification. The stated quantities are estimates only; purchases will depend on the school’s actual needs and available funding, and the school does not guarantee that it will use the full contract value. The agreement may be concluded with up to three compliant bidders offering the lowest prices. Price is the sole award criterion; if tied bids cannot all be selected, preference goes to the shorter proposed delivery period, which must not exceed five working days. Deliveries are to the school at Jātnieku iela 87, Daugavpils. To qualify, the bidder must be registered where legally required and must have fully completed at least one comparable construction-materials supply contract worth at least EUR 60,000 excluding VAT during the previous three years, supported by a positive reference or other evidence of proper performance. Submit the signed application, qualification documents, and completed technical and financial offer for every listed item electronically in Latvian by 4 November 2026 at 10:00. The bid must be signed by an authorised representative and remain valid for 90 calendar days from opening. Applicable exclusion and sanctions requirements also apply, including restrictions on Russian- and Belarusian-origin goods and services.
