Freight Traffic Demand Forecast Update

Summary

The tender concerns updating the freight demand forecasting component of the existing Rail Baltica multimodal transport demand model in PTV Visum. The work includes updating source data, recalibrating and validating the four-stage freight demand sub-model against the 2024 base year, preparing freight forecasts for the do-nothing and Rail Baltica scenarios, and handing over the model, database and documentation. The contracting authority may also order scenario analyses for up to 24 weeks after acceptance of the Final Report at hourly rates. The submission deadline is 30 October 2026 at 11:00 Riga time. The maximum contract price for mandatory and optional services together is EUR 200,000 excluding VAT, and the contract duration is up to 76 weeks. The tender must be submitted electronically, variants are not allowed and the procurement is not divided into lots. The award is based on up to 60 points for the financial proposal and 40 points for the technical proposal.
